Since 2012, The Family Planning Association of Sri Lanka (FPA Sri Lanka) has been at the forefront of national HIV prevention efforts, focusing on key populations such as female sex workers, men who have sex with men, transgender people, drug users, beach boys, and people living with HIV. In partnership with the Global Fund and the Government of Sri Lanka, FPA Sri Lanka served as Principal Recipient 2 (PR2) for the Global Fund’s HIV grants for nine years (2013–2021), leading prevention, testing, and care initiatives aligned with the National Strategic Plan for HIV/STI Response. Through peer-led outreach, drop-in centres, mobile and community-based testing clinics, and innovative models such as PrEP and self-testing, FPA Sri Lanka expanded access to life-saving services while strengthening community leadership. The project also enhanced the capacity of over 20 civil society organizations across 13 districts, building a resilient national network for HIV prevention. Sustained awareness and advocacy efforts, including public campaigns, youth-focused programmes like Love Yourself, and creative collaborations such as Celebrity Voices for Change, are helping challenge stigma and promote responsible health behaviours.

“Heart to Heart Community Organization is proud of its long partnership with FPA Sri Lanka. With FPA’s support, we have reached people in hard-to-reach and challenging settings through mobile clinics, PrEP community clinics, night clinics, using FPA vehicles places where services are limited. We were able to take services closer to the community, making access easy, safe, and respectful. This partnership has helped us build trust among different levels of people and improve service delivery. With continued support, we can reach more communities, create impact where it is needed most.”
